The Pension Transitional Arrangement Directorate (PTAD) is happy to officially announce the implementation of Pension Harmonisation for eligible Pensioners under the Federal Defined Benefit Scheme (DBS) overseen by the Directorate with effect from May, 2026.
This incredible feat was made possible by His Excellency, President Bola Ahmed Tinubu, GCFR, who in August, 2025, and in line with his Renewed Hope Agenda, approved the proposed Pension Harmonisation policy for DBS Pensioners in PTAD’s 2026 Pension Budget, a release from the Directorate signed by Olugbenga Ajayi, Head, Corporate Communication, stated.
That the execution of the Pension Harmonisation has bridged the long-standing structural gaps in the DBS pension administration and strengthened the Federal Government’s commitment to equity, social justice and the care of retirees.
Tolulope Odunaiya, Executive Secretary (ES) of PTAD, said: “This intervention is a major stride towards ensuring a more equitable structure and restoring confidence in the administration of the Defined Benefit Pension Scheme.
She further said the intervention underscores the unwavering commitment of His Excellency, President Bola Ahmed Tinubu’s administration to the welfare of DBS Pensioners, and its determination to identify structural inequities and put in place corrective measures that duly recognise and honour the contributions of DBS retirees.
Before its implementation, the pension was calculated for all Pensioners, on the salary structure at the time of their individual retirement from Service.
However, because of the pension harmonization, the calculation of pension is based on the latest salary structure on the cut-off date of the DBS pension. This entitles the DBS Pensioners of the same rank, grade level and years of service to the same pension benefits irrespective of their retirement date.
The eligibility for pension harmonisation applies to Pensioners who are Pure Federal Pensioners and who have their entire DBS pension obligation under the purview of the Federal Government; State and Federal Share Pensioners under Parastatals Pension Department (PaPD), Defunct and Transferred Agencies Pension Department (DTAPD) and Tertiary Education and Health Pension Department (TEHPD) who served with the Federal Government and later transferred to State Government MDAs; and Pensioners on earlier salary structures whose pensions were hitherto calculated on salary structures that predated the final approved Salary Structure.
The ES, PTAD also reassures DBS Pensioners of the Directorate’s unwavering determination to give their welfare top priority through continued collaboration with relevant Government Agencies to improve their overall welfare in line with the Renewed Hope Agenda of His Excellency, President Bola Ahmed Tinubu, GCFR and the administration’s unyielding commitment to the welfare and social justice of DBS Pensioners.
