Starting next week, on Wednesday, November 26, 2025, the Federal Capital Territory Administration (FCTA) will start taking action against anyone who don’t pay their Ground Rent, Land Use Change/Conversion charge, Right of Occupancy (R-of-O), and Certificate of Occupancy (C-of-O) invoices.
Lere Olayinka, the FCT Minister’s Senior Special Assistant on Public Communications and Social Media, said this in a statement on Thursday.

Also, on Monday, September 8, 2025, Tuesday, September 9, 2025, and Wednesday, September 10, 2025, some national newspapers and online platforms published articles about the reviewed Land Use/Purpose Clause of properties in the FCT. These articles gave people 30 days to pay a penalty/violation fee of ₦5 million and other fees for Land Use Change/Conversion.
Another public notice was published in national newspapers and online, and it was also broadcast on radio and television. It gave people in Asokoro, Maitama, Garki, and Wuse districts of the Federal Capital City (FCC) who had not followed the land use/purpose clause of properties a final 14-day grace period to do so.
The 14-day grace period for paying Ground Rent ended on June 9, 2025, which was more than five months ago. The 14-day extension for the land use/purpose clause will conclude on Monday, November 24, 2025.
